The reference can be found under the System32 folder with the following full path:

C:\Windows\System32\migwiz\replacementmanifests\CommandPrompt-Win8-Replacement.man

The document talks about collecting data from older Windows systems, including Windows 9. The document also mentions Windows Blue, the codename for Windows 8.1.

The statement about Windows 9 has existed since Windows 10 Technical Preview 9860, but the system has never been officially released. There are rumors that Windows 9 has been renamed Windows 10 due to confusion with Windows 95 and Windows 98.
