Google explains how the Setting Services app works on the Pixel

Google Setting Services App

Google Setting Services App

Settings Services (Services for Settings) is software that is used by the system to ensure the proper functioning of the Settings app, in practice it allows the configuration, connection and customization of the smartphone settings and some app settings.

It is also responsible for other functions, for example, Google reports that: “The system grants permissions to Settings Services for things like viewing information about network connections and connected devices, setting rules on when to activate Do Not Disturb mode or the ‘sending notifications”.

In practice it is not something with which Pixel users can, or need to interact, it is therefore part of that park of service applications active in the background on the smartphone and which are updated through the Play Store (such as Adaptive Connectivity Services, Android System Intelligence, Operator Services, Device Health Services, Google Connectivity Services, Google Play Security Service, Google Play Services, Google Play Services for AR, Google Support Services, Pixel Camera Services, Compute private Google Services and Voice Services).

Big G also explains in detail the permissions that are granted to the app:

Finally, with regard to privacy, Google emphasizes that if the use and diagnostic setting is active on the device, some data could be collected with the sole purpose of analyzing and improving the experience offered (for example, telephone IDs or other types, interactions with apps, crash logs and diagnostics); such data is encrypted and processed in accordance with the Google Privacy Policy.
