This feature expresses Material You in a better way.

4. Privacy and security updates
Every Android version improves privacy and security more than before.

5. Private photo picker
When we share a document with an Android app a photo picker pop up and it’s secure.

6. Notifications permissions
When we download an app it starts sending a notification this is not going to happen in this version because every newly installed app asks permission before sending any notification.

7. NEARBY_WIFI_DEVICES
In Android 12 if an app needs to find nearby Wi-Fi devices it needs location permission but in Android 13 the new NEARBY_WIFI_DEVICES runtime permission gives those apps a new option that doesn’t require needless
location access.
