Refresh rate counts how many times the screen refresh or how often/quick it refreshes. Refresh Rate measured in Hz, rate counts how many times the screen refreshes per second like 60 Hz means 60 times per second, 90Hz means 60 times per second, and 120Hz means 60 times per second.

Each time refresh rate doesn’t happen all at once it depends on the previous refresh rate. Each pixel refreshes or updates when the whole display needs it.
