The Noise app cannot check sound levels when Apple Watch is in Water Lock or while the microphone or speaker is in use.

As per reports, this issue can be resolved temporarily by just restarting the Apple Watch then after sometimes this issue troubles again. This problem is software-related not a hardware defect. Apple Watch Ultra‌ owners can download the update by opening up the Apple Watch app on the iPhone and going to General > Software Update.
