Apple released iOS 16.1/tvOS 16.1 Beta 4, iPadOS 16 Beta 11 and macOS 13 Ventura Beta 10

Starting with macOS 13, iOS 16, watchOS 9, and tvOS 16, if software using Network.framework targets these releases as the minimum OS, the object releases any blocks they captured once cancelled, breaking the retain cycle.
