I just upgraded to Windows 11 yesterday, the computer is up to date, and all applications are up to date. I have tried running the troubleshooter, resetting the app, repairing the app, and uninstalling+reinstalling the app. But it has no effect.

Although Microsoft did not provide an official fix, it seems that someone has found a solution, which is feasible for many people.

This is largely a temporary workaround, but if you upgrade directly from Windows 10 and still have Windows 10 on your computer through the C:/Windows.old folder, you can still use the Windows 10 version Clipping tools. It is located at C:/Windows.old/Windows/System32/SnippingTool.exe.
