The developer of Halo: Infinite explains why the game will not include the execution when it is released

Halo: Infinite developer 343 Industries explained why the execution will not be included in the multiplayer game when the game is released. The news was first announced by the studio in July. Senior mission designer Tom French told Eurogamer that everyone at 343 Studio liked the execution feature, but statistics showed that people tend to turn it off.

The execution feature will not be launched with the release, French said. We actually really like executions… but in most cases, people just turn them off because it has a disadvantage in gameplay. Performing executions in Halo will make your character uncontrollable while the execution animation is playing, which also gives other players a chance to take advantage of it.

So it makes sense that people will turn off this feature. On the other hand, executions can effectively humiliate opponents, and if you can really do it, they will be disgraced. French stated that 343 is still considering adding executions to Halo: Infinite in the future when the studio can find a way to make it more meaningful and easy to execute.
