Simply connect your smartphone to a computer, after enabling ADB Debugging mode in Developer Settings, open a command line and type the command above. Once you have done the operation you should see the two toggles without even restarting the smartphone.
The solution works even after restarting the smartphone, on a Pixel 4a 5G , while on the new Pixel 6 and Pixel 6 Pro the toggles disappear after a short time.
