On the official Twitter, 343i stated that the new event, like the Ten Lei samurai theme event, will launch a free pass, which will include the appearance of armor, weapons, vehicles and other in-game items.
Halo: Infinite Winter Emergency event will be launched tomorrow (December 22). The multiplayer part of the game is available on Steam for free, and the single-player campaign is priced as DLC, and it can also be played for free through XGP.
